Board of Supervisors - March 1, 2012 Recessed Meeting

The Wise County Board of Supervisors met in a Recessed Meeting on Monday, March 1, 2012 at 5:00 in the Board of Supervisors meeting room located in the Wise County Courthouse.  The following members were present:

Honorable Virginia Meador – Vice-Chair
Honorable Dana Kilgore
Honorable Fred Luntsford
Honorable Steve Bates
Honorable Ronald L. Shortt
Honorable Robert E. Robbins, Jr.
Honorable J. H. Rivers – members of said Board and
Shannon C. Scott – County Administrator
David L. Cox – Finance Administrator
Karen T. Mullins – County Attorney
Annette Underwood – Executive Secretary

IN RE:  AGENDA CHANGE

A motion was made by Virginia Meador, seconded by Steve Bates, to add the following items to the agenda for action by the Board:

  1. Ratify advertisement for setting a public hearing on March 1, 2012 @ 5:00 PM on a request from the Wise County School Board for a Special Use Permit to build a new  high school behind the existing old Powell Valley High School located at 322 Powell Valley Road, Big Stone Gap

  2. Hold duly advertised public hearing set for March 1, 2012 to receive citizens input on a Special Use Permit to build a new high school behind the existing old Powell Valley High School in Big Stone Gap

  3. Adopt resolution approving Special Use Permit

The motion was unanimously approved.

IN RE:  SPECIAL USE PERMIT-NEW SCHOOL-POWELL VALLEY-ADVERTISEMENT

A motion was made by Fred Luntsford, seconded by Ronnie Shortt, to ratify the advertisement for setting a public hearing for March 1, 2012 @ 5:00 PM on a request from the Wise County School Board for a Special Use Permit to build a new high school behind the existing old Powell Valley High School located at 322 Powell Valley Road, Big Stone Gap.

The motion was unanimously approved.

IN RE:  PUBLIC HEARING – SPECIAL USE PERMIT – NEW POWELL VALLEY SCHOOL

A public has been duly advertised for this date to receive citizens comments regarding a Special Use Permit to build a new high school in Big Stone Gap behind the existing Powell Valley High School.

Walter Crouse, a resident of the Hurricane Section of Wise County, voiced his opposition to the proposed school due to the down turn in the economy and the possibility that Dominion may not become operational.

There being no further public comments, the public hearing was closed.

IN RE:  RESOLUTION APPROVING SPECIAL USE PERMIT-PV HIGH SCHOOL

Attorney Mullins explained that the Planning Commission held a public hearing on the Special Use Permit with a unanimous vote of approval and further recommends that the Board approve the Special Use Permit as requested by the School Board.

A motion was made by J. H. Rivers, seconded by Virginia Meador, to approve the resolution approving the Special Use Permit to build the new high school behind the existing Powell Valley High School located at 322 Powell Valley Road in Big Stone Gap.  The motion was unanimously approved by roll call vote.

RESOLUTION #               2011 (Resolution Special Use Permit – Powell Valley High School)

IN RE:  CLOSE SESSION

A motion was made by Ronnie Shortt, seconded by J. H. Rivers, to go into close session to discuss the investing of public funds as permitted by Section 2.2-3711(A)(6) of the Code of Virginia.  The motion was unanimously approved.

A motion was made by Ronnie Shortt, seconded by Steve Bates, to reconvene the regular meeting.  The motion was unanimously approved.

Secretary Underwood read the certification for closed meeting.

A motion was made by Robby Robbins, seconded by Ronnie Shortt, to approve the resolution verifying matters discussed while in close session.  The motion was unanimously approved by roll call vote.

RECESS

A recess was taken at 5:20 PM
The meeting reconvened at 5:25 PM

Supervisor Kilgore entered the meeting at this time.

IN RE:  CLOSE SESSION

A motion was made by J. H. Rivers, seconded by Ronnie Shortt, to go into close session to discuss the investing of public funds as permitted by Section 2.2-3711(A)(6) of the Code of Virginia.  The motion was unanimously approved.

After a lengthy close session, a motion was made Ronnie Shortt, seconded by J. H. Rivers, to reconvene the regular meeting.  The motion was unanimously approved.

Secretary Underwood read the certification for closed meeting.

A motion was made by Dana Kilgore, seconded by Ronnie Shortt, to approve the resolution verifying matters discussed while in close session.  The motion was unanimously approved by roll call vote.

ADJOURN

A motion was made by Ronnie Shortt, seconded by Robby Robbins, to adjourn the meeting.  The motion was unanimously approved.
