The Wise County Board of Supervisors met in a Special Called meeting on Wednesday, June 23, 2010 at 5:00 p.m. in the Board of Supervisors meeting room located in the Wise County Courthouse. The following members were present:

PURPOSE OF MEETING
Chairman Rivers stated that two Board members have requested a Special Called meeting of the Board of Supervisors for the purpose of authorizing the County Administrator and Chairman to identify, consult with, and retain the services of a certified mediator-facilitator to direct any joint Board and School Board meeting.
A motion was made by Fred Luntsford, seconded by Robby Robbins, to authorize the County Administrator and the Chairman to identify, consult with, and retain the services of a certified mediator-facilitator to direct any joint Board and School Board meeting.
Supervisor Kilgore asked that the Vice-Chairman be added to that group.
Supervisor Luntsford accepted that request as a friendly amendment to his motion.
There was some discussion on whether or not the mediator would be chosen from outside the region or local.
All Board members agreed that it should be someone that is neutral, certified and trained to do this type of meeting.
When asked if the full Board would be voting on the mediator, Attorney Mullins stated that it would not come before the Board for a vote. That was the purpose of the Special Called Meeting to authorize those individuals to retain the services of a mediator.
There was some concern that the School Board, since there were only two plans on the table for consolidation, would start that process without further discussion with the Board of Supervisors.
Chairman Rivers noted that it is his understanding that the School Board is receptive to a joint meeting and the consolidation plan will not go forward until a decision has been made on whether or not to have a joint meeting. This item will be discussed at the School Board’s upcoming Workshop. If the School Board is not in favor of a joint meeting, then there won’t be a need for a mediator.
There being no further discussion, Chairman Rivers called for a vote to authorize the County Administrator, Chairman Rivers, and Vice-Chair Kilgore to identify, consult with, and retain the services of a certified mediator-facilitator to direct any joint Board and School Board meeting. The vote was unanimously approved.
A motion was made by Robby Robbins, seconded by Dana Kilgore, to recess the meeting. The motion was unanimously approved.
