The Wise County Board of Supervisors met in a Recessed Meeting on Wednesday, April 21, 2010 at 5:00 p.m. in the Board of Supervisors meeting room located in the Wise County Courthouse. The following were present:

PURPOSE OF MEETING
Chairman Rivers stated that the purpose of the Recessed meeting was to set a date for a public hearing on the County’s FY 2010/11 budget. However, since the Board does not have an approved School Board Budget, a public hearing cannot be set at this time.
Attorney Mullins stated also that the Board cannot advertise for a public hearing on the County Budget until the School Board has provided an approved budget. After speaking with Ron Vicars, Director of Finance, he said they would like to make a presentation to the Board of Supervisors on the School Board Budget on May 6.
Regarding other items on the agenda, she noted that a phone conference was held with Bond Council today on the bond issue for the Blackwood Landfill expansion. Bill King has received responses on the RFP for a contractor for that project and has asked that the Board consider awarding the contract. This is an item being asked to set over to a recessed meeting on May 6 @ 5:00 p.m. prior to the Workshop meeting at 6:00 p.m. on that date.
She further stated that two (2) other items being recommended for the recessed meeting are also related to the landfill. After talking with bond council and Bill King on the RFP, it was noted that responses have come in very competitive and lower than anticipated. With that in mind, there was some discussion on landfill equipment that is listed in the recently approved CIP Plan that would be eligible to be included in that bond issue. The deadline for the bond issue is May 7.
Financial Administrator David Cox noted that if these VRA funds are used for this equipment purchase, it would be at a lower interest rate and a cost savings for the County.
IN RE: AGENDA APPROVAL
A motion was made by Robby Robbins, seconded by Dana Kilgore, to recess this meeting until Thursday, May 6, 2010 at 5:00 p.m. in the Board of Supervisors meeting room, and to approve the following items to be placed on the recessed meeting agenda:
Closed Session (Section 2.2-3711(A)(6) Investing of public funds (Landfill construction RFP)
Amend Landfill Construction Phase Services Contract
Consider including Capital Equipment purchase in landfill bond issue
The motion was unanimously approved.
