The Wise County Board of Supervisor met in a Recessed meeting on Monday, October 1, 2008 at 5:00 p.m. in the Law Library located in the Wise County courthouse. The following were present:

Chairman Adkins stated that this is a Recessed meeting from September 30 to interview a candidate for the CFO position with the County.
IN RE: CLOSED SESSION
A motion was made by Dana Kilgore, seconded by J. H. Rivers, to go into closed session to discuss personnel as permitted by Section 2.2-3711(A)(1) of the Code of Virginia. The motion was unanimously approved.
After a lengthy closed session, a motion was made by J. H. Rivers, seconded by Robby Robbins, to reconvene the regular meeting. The motion was unanimously approved.
IN RE: RESOLUTION – CLOSED SESSION
Executive Secretary Underwood read the certification for closed meeting.
A motion was made by Robby Robbins, seconded by Dana Kilgore, to approve the resolution verifying matters discussed while in closed session. The motion was unanimously approved by roll call vote.

IN RE: STIP TENT – MOBILE HOSPITAL – HEALTH DEPARTMENT
Attorney Mullins briefed the Board on the MOA between the Virginia Department of Health LENOWISCO Health District and the Board regarding the STIP Tent. At the time the agreement was executed on July 31, 2008, the components as identified in the MOA were erroneously omitted. As of today, it has been made known that after due deliberation of procurement requirements, that there is only one source practicably available for the purchase of the STIP Tent with identified components as set forth in the MOA, and that source is Base-X, Inc.
She asked that the Board consider awarding the STIP Tent and components to Base-X, Inc.
Attorney Mullins noted that this item must be placed on the agenda for consideration by the Board before any action can be taken.
IN RE: AGENDA ITEM ADDITION
Ronnie Shortt made a motion to add to the agenda the Award of the STIP Tent and components to Base-X, Inc. for consideration. J. H. Rivers seconded the motion. The motion was unanimously approved.
IN RE: AWARD OF STIP TENT
A motion was made by Ronnie Shortt, seconded by Robby Robbins, to award the STIP Tent and components purchase to Base-X, Inc. The motion was unanimously approved.
Supervisors Shortt left the meeting at this time.
There was a brief discussion on additional funding for recreation.
A motion was made by J. H. Rivers, seconded by Dana Kilgore to recess the meeting until 5:00 p.m. on Thursday, October 2, 2008. The motion was unanimously approved.
