Board of Supervisors - August 19, 2008 Recessed Meeting

The Wise County Board of Supervisors met in a Recessed meeting on Tuesday, August 19, 2008 at 5:00 p.m. in the Conference Room of the County Administrator’s Office located in the Wise County courthouse.  The following were present:

Honorable Robert R. Adkins – Chairman
Honorable Virginia Meador – Vice-Chair
Honorable Fred Luntsford
Honorable Ronald Shortt
Honorable Steve Bates
Honorable Robert E. Robbins
Honorable Dana Kilgore
Honorable J. H. Rivers – members of said Board and
Shannon C. Scott –Interim County Administrator
Karen T. Mullins – County Attorney
Annette Underwood – Executive Secretary

IN RE:  AGENDA ADDITIONS

The following items were reviewed for addition to the agenda:

  • Re-consideration of appointment to Lonesome Pine Youth Services Board (Dist 1)
  • Resolution – First Bank & Trust Financing

A motion was made by Fred Luntsford, seconded by Ronnie Shortt, to approve the agenda with the additions as stated above.  The motion was unanimously approved.

IN RE:  APPOINTMENT-LONESOME PINE YOUTH SERVICES BOARD

A motion was made by Fred Luntsford, seconded by Ronnie Shortt, to appoint Lester Bowman to the Lonesome Pine Youth Services Board for a term of four (4) years.  The motion was unanimously approved.

IN RE:  RESOLUTION – FIRST BANK & TRUST FINANCING

A motion was made by Fred Luntsford, seconded by Ronnie Shortt, to approve the resolution authorizing the Chairman and Clerk to execute any and all documentation required to complete the consummation of the lease/purchase financing transaction with First Bank and Trust Company.  The motion was unanimously approved.

RESOLUTION #                            2008

IN RE:  CLOSED SESSION

A motion was made by Virginia Meador, seconded by Ronnie Shortt, to go into closed session as permitted by Section 2.2-3711(A)(30) of the Code of Virginia to discuss award of contract.  The motion was unanimously approved.

After closed session, a motion was made by Steve Bates, seconded by Robby Robbins, to reconvene the recessed meeting.  The motion was unanimously approved.

IN RE:  RESOLUTION – CERTIFICATION OF CLOSED MEETING

Administrator Scott read the certification for closed meeting.

A motion was made by J. H. Rivers, seconded by Fred Luntsford, to adopt the resolution certifying matters discussed while in closed session.  The motion was unanimously approved by roll call vote. 

RESOLUTION #                       2008

IN RE:  EXTERIOR COURTHOUSE CONTRACTOR

A motion was made by Ronnie Shortt, seconded by J. H. Rivers, to accept the Committee’s recommendation to award the Exterior Courthouse Project to Ball Construction Company, Inc. with a contract to be executed in January with specific itemization and specific sum of money and further that $25,000 be paid to determine the scope of work and to secure subcontractors and pricing per letter of August 19, 2008 from Ball Construction Company, Inc.  The motion was unanimously approved.

IN RE:  NEEDS ASSESSMENT COMMITTEE RECOMMENDATION

A motion was made by Robby Robbins, seconded by Steve Bates, to award the Interior Courthouse Needs Assessment Project to T&L for the sum of $79,000.00 with the scope of work 1 thru 5 as listed on the attachment A to their proposed contract.  The motion was unanimously approved.

ADJOURN

There being no further business, a motion was made by Fred Luntsford, seconded by J. H. Rivers, to adjourn the meeting.  The motion was unanimously approved.
