Board of Supervisors - November 1, 2007 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop meeting on Thursday, November 1, 2007 at 6:00 p.m. in the Board of Supervisors meeting room located in the Wise County courthouse.  The following were present:

PRAYER

T. G. Branson led in prayer.

PLEDGE

All led in the pledge of allegiance to the flag.

IN RE:  AGENDA / ADDITIONS

Administrator Skinner asked that the following item be placed on the agenda for consideration by the Board:

Agreement between Wise County & the PSA – Bold Camp Sewer

IN RE:  PUBLIC HEARING –E-911 ROAD NAME ADDITIONS

A public hearing was duly advertised for this date to receive citizens’ comments regarding the addition of 76 additional E-911 road names.

Sherrie Yeary asked that the Board vote in favor of the name Treys Way located off Rock Bar Road.
Ms. Yeary further asked that the road name” Lee High Road “be changed.

There being no further comments, the public hearing was closed.

IN RE:  PUBLIC HEARING – CONDITIONAL CHANGE OF USE/NECESSARY RD

A public hearing was duly advertised for this date to receive citizens’ comments regarding a request from Hardy Mullins for a Conditional Change of Use for 0.60 acres of property at 8906 Necessary Road in Wise for the purpose of building a duplex unit.

Hardy Mullins, owner of said property, asked the Board to consider his request for approval.  He noted that there is no opposition from the adjoining property owners on this change.

NOTATION:  The Planning Commission recommended approval for the Conditional Change of Use.

There was no opposition to the request. 

There being no further comments, the public hearing was closed.

IN RE:  PUBLIC HEARING – OPEN BURN PROHIBITION ORDINANCE

A public hearing was duly advertised for this date to receive citizens’ input regarding a proposed Open Burn Prohibition Ordinance for Wise County.

There was no opposition to the proposed ordinance.

County Attorney Mullins noted that citizens wanting to know more about the Open Burn Ban can go to the Department of Forestry web site for information and its meaning. 

There being no further comments, the public hearing was closed.

IN RE:  ROADS AND HIGHWAYS

Residency Administrator T. G. Branson stated that he would have a resolution prepared on the abandonment of Rt. 600 for the Board’s review and consideration at its December meeting.

Board members provided needs in their districts for VDOT review.

IN RE:  OTHER ITEMS REVIEWED

  • Resolution requesting speed study on Rt. 727
  • Set public hearings as follows:
  • (December 6, 2007) on revision of the Secondary Construction Six-Year Plan
  • (December 6, 2007) on a request for a Conditional Change of Use on property located at 4346 Junction Road, Norton, VA
  • Resolution ratifying the Declaration of State of Local Emergency for Wise County
  • Proposed mandatory amendments & fee adjustments to the Animal & Fowl Ordinance
  • Budget amendments #28 thru #39
  • Appointments

IN RE:  CUMBERLANDS AIRPORT COMMISSION REQUEST FOR ADDITIONAL FUNDING

Donnie Rose, Chairman of the Cumberlands Airport Commission, explained to the Board that the additional funding is needed for the legal fees that have occurred over the past several years due to non-operational occurrences.   He noted that a letter was sent to the Board giving extensive details regarding the purpose for the extra expense. 

IN RE:  COMMUNITY POLICY & MANAGEMENT BOARD – ADDITIONAL FUNDING

A letter was received from Paul Kuczko, Chairperson of the Wise County Community Policy & Management Board, requesting a supplemental allocation of $200,000 which is required by the State in order to receive additional State funding.  The additional funding is needed to maintain the current case load and changes in other funding sources.  Any funding remaining at the end of the year will be returned to the County.

IN RE:  COURTHOUSE TOWER CLOCK REPAIR

Administrator Skinner stated that a proposal has been received from Stevenson Services to restore the courthouse tower clock.  It is estimated that the restoration project will take four (4) to six (6) weeks to complete.  He noted that these improvements have been included in the current budget.

ADMINISTRATOR’S REPORT

Administrator Skinner reported on funding received from the Virginia Tobacco and Indemnification Community Revitalization Commission.

BOARD COMMENTS

Board members voiced their regrets for the recent burning of High Knob lookout tower.

Brief comments were made regarding the drought and the need to conserve water.

RECESS

There being no further business, the meeting adjourned at 6:50 p.m.
