The Wise County Board of Supervisors met in a Workshop meeting on Thursday, October 4, 2007 at 6:00 p.m. at the Estonoa Learning Center located on 5th Avenue in St. Paul. The following were present:

IN RE: AGENDA – ADDITIONS
The following items were reviewed for placement on the agenda for action by the Board:
Consent Agenda Add:
Set public hearing (November 1 @ 6:00 p.m.) on a request for a Conditional Change of Use for property located on Necessary Road in Wise for purpose of building a duplex unit
Set public hearing (November 1 @ 6:00 p.m.) on a proposed Open Burn Prohibition Ordinance
New Business Add:
Resolution Ratifying the Declaration of State of Local Emergency
Rescind Resolution Acknowledging the Past, Present and Future of the Virginia Coalfield Economic Development Authority Along with a “White Paper” Recommendation to Enhance the Agency
Rescind Resolution to Appropriate Funding in Support of Software Engineering School
It was the consensus of the Board to add these items to the agenda for consideration at the next meeting.
IN RE: PRESENTATION – LAKE ESTONOA TEAM
Members of the Estonoa Team provided the Board with a brief history of Lake Estonoa; its accomplishments; its purpose, and its needs.
Terri Vencil expressed appreciation for the financial support of the Board of Supervisors. She expounded on the goals of the Learning Center to include upgrades that is made possible by contributions and fund raisers.
IN RE: PUBLIC HEARING – CONDITIONAL CHANGE OF USE
A public hearing was duly advertised for this date to receive citizens comments regarding a request from Phillip Hall for a Conditional Change of Use on property located at 5618 Rock Bar Road in Wise for the purpose of expanding his existing auto repair business.
There was no one to speak regarding this request.
There being no public comments, the public hearing was closed.
IN RE: PUBLIC HEARING – ANIMAL & FOWL ORDINANCE AMENDMENTS
A public hearing was duly advertised for this date to receive citizens’ comments regarding proposed mandatory amendments and fee adjustments to Wise County’s Animal & Fowl Ordinance.
There was no one to speak regarding the proposed amendments
There being no public comments, the public hearing was closed,
IN RE: PUBLIC EXPRESSION
Cathy Adkins, a resident of the Birchfield section of Wise County, approached the Board with a request for assistance on getting her bridge repaired noting that the County just recently built a new bridge for her neighbor.
Chairman Shortt directed Ms. Adkins to give her address to the County Administrator and he would have the Superintendent of Public Works to assess the bridge.
There being no further comments, the public expression period was closed.
IN RE: ROADS AND HIGHWAYS
Residency Administrator T. G. Branson provided the Board with responses from last month’s Board meeting.
Mr. Branson noted that work has been started on the Rt. 610 Project in Powell Valley.
Board members provided needs in their districts for VDOT review.
IN RE: OTHER ITEMS REVIEWED

COUNTY ADMINISTRATOR’S REPORT
Administrator Skinner reported on the following:
- Courthouse Improvements including security
- Need for more space for Commonwealth Attorney / General Dist. Court
- Solid Waste Disposal Issues with Dominion Energy
- Possible location for a recycling center at landfill
- Storage building for courthouse/ Maintenance Dept.
- Report on Tobacco Commission meeting in Wytheville
- Wi-Fi Project Update
Board members voiced their appreciation to the Lake Estonoa Team for their hospitality. There were several positive comments on the Wi-Fi Project and the benefits it will bring to Wise County.
