Board of Supervisors - June 7, 2007 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop meeting on Thursday, June 7, 2007 at 6:00 p.m. in the Board of Supervisors meeting room located in the Wise County courthouse.  The following were present:

Honorable Robert R. Robbins
Honorable Leland Branham
Honorable Fred A. Luntsford – members of said Board and
Glen A. Skinner – County Administrator
Shannon C. Scott – Assistant County Administrator
Karen T. Mullins –County Attorney
Annette Underwood – Executive Secretary

PRAYER

T. G. Branson led in prayer.

PLEDGE

All led in the pledge of allegiance to the flag.

IN RE:  AGENDA / ADDITIONS

The following items were reviewed for addition to the agenda:

  1. Budget amendment #68

  2. Closed Session – Personnel

It was the consensus of the Board to add these items to next week’s agenda.

IN RE:  PUBLIC HEARING – E-911 ROAD NAME ADDITIONS

A public hearing was duly advertised for this date to receive citizens’ comments regarding eight proposed E-911 road name additions.

There being no one to speak, the public hearing was closed.

IN RE:  PUBLIC HEARING – ORDINANCE/SECURITY PROCESSING FEE

A public hearing was duly advertised for this date to receive citizens’ comments regarding a proposed amendment to the Wise County Security Processing Fee Ordinance. 

There being no one to speak, the public hearing was closed.

IN RE:  PUBLIC EXPRESSION

Walter Crouse, a resident of District 4, stressed the need to stop littering of the highways.  For the County to encourage tourism, litter laws must be enforced.  He asked the Board to consider constructing a building that would house a machine to crush plastics which would increase the revenue for this item.  Mr. Crouse further asked the Board to think “Regional” on litter and schools to save tax payers money and provide better services for the citizens.

There being no further comments, the public expression period was closed.

IN RE:  ROADS AND HIGHWAYS

Highway Residency Administrator T. G. Branson provided the Board with responses to their concerns from last month’s meeting.

He gave a brief update on the road project on Rt. 610.

The Resolution Approving the Annual Coal & Gas Road Plan for Roads and Bridges thru 6-30-08 was reviewed.

The Resolution Naming of Bridge on Rt. 83 Daniel Webster Dotson Memorial Bridge was reviewed.

Board members provided needs in their districts for VDOT review and response.

There was a discussion on the Big Stone Gap project located in the southern section.

Supervisor Shortt noted that the “Watch for Children” signs on Rt. 637 located on the right hand fork of Bold Camp will be on next month’s agenda for Board action.

Supervisor Adkins asked for “Children at Play” signs on Pendleton Road.

It was noted that these signs require a resolution and will be placed on next month’s agenda.

Board members voiced their appreciation to VDOT for the mowing and clearing of site distance in different areas throughout the County.

IN RE:  CONSENT AGENDA

The following items on the consent agenda were reviewed:

  1. Set public hearing (July 5 @ 6:00 p.m.) on a request for Conditional Change of Zoning and a Special Use Permit

  2. Set public hearing (July 5 @ 6:00 p.m.) on a proposed Ordinance for the Disposition of Unclaimed Property in Possession of Wise County Sheriff

  3. Ratify MOU regarding time capsule

IN RE:  OTHER ITEMS REVIEWED

  1. Appointments

  2. County Attorney’s Report

  3. Administrator’s Report:

    1. Spoke briefly on the termination of the Wise Enterprise Zone

    2. Filming of the Andriana Trigiani’s book “ Big Stone Gap”

    3. Hiring of P/T employee to supervisor crew to assist with picking up litter on the highways

BOARD COMMENTS

Board members commented on the filming of Andriana Trigiani’s book “Big Stone Gap” and the attention it will bring to this area.  They also encouraged citizens to attend the fair and enjoy the entertainment that’s been provided each night.

There being no further business, the meeting adjourned at 6:40 p.m.
