The
Wise County Board of Supervisors met in a Workshop meeting
on Thursday, November 4, 2004, at 6:50 p.m. in the Board of
Supervisors meeting room located in the Wise County courthouse.

RE: APPROVAL OF AGENDA
The
following items were added to the November 10 agenda:
1) Contract
for the County Administrator
2) Resolution
urging designation of the Wise County Circuit Court as the
Rural Pilot for Electronic filing of civil litigation
3) Resolution
authorizing the signing of checks
IN
RE: MECC PRESENTATION
Terrance
E. Suarez, President of Mountain Empire Community College,
spoke highly of the MECC Board and the work that it has
accomplished for Wise County. He gave a brief update
on activities/events at the college with a Fact Sheet showing
its growth and expanded services.
IN
RE: PUBLIC HEARING / SIX YEAR IMPROVEMENT PLAN
A
joint public hearing between Wise County and the Virginia
Department of Transportation was duly advertised for this
date to receive public input and comments prior to the Six-Year
Plan being updated.
There
was no public input regarding the Six-Year Plan being revised.
The
public hearing was closed.
IN
RE: PUBLIC HEARING / SPECIAL USE PERMIT FOR FAMILY
CEMETERY
A
public hearing was duly advertised for this date to receive
citizens comments regarding a request from Vernoy McCarty
for a Special Use Permit to establish a family cemetery
at 13334 Pine Branch Road in Coeburn.
Thomas
McCarty asked that the Board approve the special use permit
for the family cemetery.
There
being no further comments, the public hearing was closed.
IN
RE: PUBLIC HEARING / CONDITIONAL ZONING
A
public hearing was duly advertised for this date to receive
citizens' comments regarding a request from Starling Fleming
for Conditional Zoning for one (1) acre out of a 227 acre
tract of property located on Big Branch Road in Pound, Virginia
for the purpose of operating storage units and a business
office.
Starling
Fleming, applicant for conditional zoning, asked for Board
approval on his request.
There
being no further comments, the public hearing was closed.
IN
RE: PUBLIC EXPRESSION
Edgar
Mullins told the Board he was disappointed in them because
they did not advertise the County Administrator's position
in the local newspaper. He thanked the Board for preparing
a resolution supporting stricter strip mining laws.
He also asked that another look be taken at the water problem
that Betty Roberts has on her property behind the courthouse.
There
being no further comments, the public expression was closed.
IN
RE: ROADS AND HIGHWAYS
Highway
Resident Engineer T. G. Branson gave a construction update
throughout the County.
Mr.
Branson, addressing the Six Year Plan, stated that there
is no available funding for this current year or the forecast
for the next six years to add any additional projects.
The
request for speed limit signs for Hubbard Hollow Road was
reviewed.
Mr.
Branson gave an update on the proposed crossover at J. W.
Adams Combined Middle School. He stated that he would
keep the Board abreast of the project as it progresses.
Board
members presented needs in their districts for VDOT review.

RE: CONSENT AGENDA
(1) Set
public hearing (6:00 p.m. December 2) on proposed new addition
E-911 road names.
(2) Resolution
concerning grant funding for the North Fork Water Extension
Project
(3) Approve
personal property tax refund
(4) Transfer
from reserve for emergencies/contingency
1) $5,600
to repair/upgrade landfill scales computer system
2) $5,866
for Commonwealth Attorney case management software
