Board of Supervisors - October 4, 2001 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop Meeting on Thursday, October 4, 2001, at 6:00 p.m. in the Board of Supervisors meeting room located in the Wise County courthouse.  The following were present:

PRAYER

Rev. T. G. Branson, Pastor Coeburn Church of God led the Board in prayer.

MINUTES

IN RE:  APPROVAL OF AGENDA

The following items were added to the agenda for next week:

  1. Closed Session (Potential Litigation & Other Legal Matters)

  2. Revenue Sharing Funds

  3. Set Public Hearing for Six Year Plan

 

IN RE:  PUBLIC EXPRESSION

Elmer Phillips voiced his opposition to those living in rural areas, the elderly and disabled having to pay the landfill use fee.

 

IN RE:  PUBLIC HEARING/ORDINANCE FOR RECORDS MANAGEMENT PROGRAM

A public hearing was duly advertised for this date to receive citizens' comments regarding a proposed ordinance for Records Management Program.

Chairman Stallard asked for comments from the floor.

There being no comments the public hearing was closed.

 

IN RE:  ROADS AND HIGHWAYS

Resident Engineer T. G. Branson reviewed the following:

  1. Resolution Rural Addition Request

  2. Lower Speed Limit on Darden Drive from Town Limits past UVA's College

  3. Revenue Sharing Worksheet was reviewed

  4. Reviewed Worksheet Regarding FY Ending June 30, 2001 Coal & Gas Road Improvement Fund

  5. Reviewed information sheet on collections-Wise County Coal & Gas Severance Tax Road Improvement Fund (7-1-2000 thru 6-30-2001)

 

VDOT REMARKS

Mr. Branson gave a brief update on improvements throughout Wise County.

Board members gave Mr. Branson several requests from their constituents to be reviewed for possible improvements.

IN RE:  RESOLUTION APPROVING THE SUPPORT AGREEMENT FOR INTERIM FINANCING FOR THE REGIONAL JAIL

David Rose, Financial Advisor representative of Davenport and Company LLC and Ferris, Baker, Water, gave a power point presentation on the proposed regional jail which included a review of the Board's responsibility for Interim Financing (16.83%) or $185,130.00.

 

IN RE:  OTHER ITEMS REVIEWED

  1. Resolution creating Southwest Virginia Regional Juvenile Detention Facilities Task Force
  2. Appointments
  3. Resolution approving the support agreement for interim financing for the regional jail facility
  4. Budget Amendment #4:  $8000 DCD Quality Initiative Grant To DSS
  5. Budget Amendment #5:  Add SW Virginia Community Corrections to the Budget - $423,900 in revenues and $366,195 in expenditures
  6. Second quarter appropriations
  7. Appropriation from Inmate Phone Commission
  8. Authorize County Administrator to Sign Residential Anti-Displacement and Relocation Assistance Plan for Derby CDBG Project
  9. Resolution Extending time period for Waiver of building permit fees for properties damaged/destroyed in July/August flooding
  10. Award bid for 75 cu. yd. Closed top transfer trailer
  11. Set public hearing for naming twelve (12) roads
  12. Set public hearing on transfer of certain property in Tech Park
  13. Set public hearing on request for Dance Hall Permit (Old Moose Lodge on Rte. 58)
  14. Authorize County Administrator to file application to access FY 2001 local law enforcement block grant funds
  15. Proposed amendment to Section 7-1 (Suggestions) of the County Personnel Policies
  16. Proposed amendment to Section 7-6 (On the Job Harassment) of the County Personnel Policies
  17. Resolution expressing Board's objectives regarding operation and financing of convenience centers, landfill and related costs
  18. Set public hearing for ordinance amending amount of property tax exemption for elderly and disabled homeowners from $125 to $140
  19. Fiscal Status Report Through September (Available October 11 meeting)
