Board of Supervisors - March 21, 2001 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop meeting on Wednesday, March 21, 2001, at 6:00 p.m. in the Board of Supervisors Meeting Room located in the Wise County courthouse, Wise, VA.  The following were present:

Honorable Virginia Meador - members of said Board and

Shannon C. Scott - Acting County Administrator

IN RE:  REGIONAL JAIL PRESENTATION

Bill King, Consulting Engineer/Architect and Bill Thompson Architect/ Vice-President for Thompson & Litton; David Rose and Roland Kooch, Jr. representing Davenport & Company, made an informational presentation on the findings and recommendations of the Southwest Virginia Regional Jail Task Force for Establishing the Southwest Virginia Regional Jail Authority.

Task force background information was presented as follows:

  1. 2000 General Assembly Building Moratorium Exemption - Southwest Virginia Regional Jail Authority now eligible on a Regional Basis for 50% reimbursement from State on eligible construction costs.

  2. Scope and costs of expanding and upgrading each local jail were reviewed.

  3. Preliminary economic models to analyze three regional jail alternatives, and the development of a Regional Juvenile Needs Assessment were discussed.

The purpose of establishing a Regional Jail Authority is to comply with Federal and State Law mandating correctional standards and to reduce the current and future financial burden to all participating localities.

There was discussion on the location and sizing of each facility.  It was noted that the Regional Jail Authority would be responsible for transportation costs

Problems with the existing jails were discussed which included major renovations and enormous costs.

The goal for the regional jail is to reduce liability to the counties and eliminate the overcrowding problems that all the jails are now experiencing.  All the correctional officers at the existing jails will be offered jobs with the Authority.

 

IN RE:  RECESS

The Board took a brief recess at 7:20 p.m.

The meeting reconvened at 7:30 p.m.

 

IN RE:  REDISTRICTING

Ron Flanary, Skip Skinner, and Steve Gibson, representatives of LENOWISCO Planning District, presented the Board with materials and census data for Wise County for informational purposes regarding the proposed redistricting.  The 2000 census data as applied to existing districts were discussed and reviewed for possible changes in the present districts.  Mr. Flanary  presented diagrams showing the  present districts noting that the existing districts are in compliance with no need for change unless the Board chooses to do so.  He further noted that the staff at LENOWISCO was available to help the Board in any way possible regarding data and mapping needs for the proposed redistricting consideration.

There being no further business, the meeting adjourned at 8:20 p.m.
