Board of Supervisors - July 7, 2011 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop Meeting on Thursday, July 7, 2011 @ 6:00 PM in the Board of Supervisors meeting room located in the Wise County Courthouse.  The following members were present:

Honorable Ronald L. Shortt – members of said Board and

Shannon C. Scott – County Administrator
David L. Cox – Finance Administrator


 Barry Sarver, Pastor Coeburn United Methodist Church led in prayer.


All led in the pledge of allegiance to the flag.


The following item was added to the agenda for Board consideration:

  • Change of August Regular meeting date


Supervisor Shortt asked that VDOT contact the Mayor of Pound regarding the flag pole located in the Town of Pound.


The DEVELOP students provided a power point presentation on their Environmental Research Project that focused on Mexico.


Michael Wampler, representing the Southwest Regional Recreational Authority, addressed the Board with an update on the Southwest Regional Recreational Authority which covers seven (7) counties and the City of Norton.  He expounded on the Spearhead Trail Project, which caters to the adventure tourists.  Even though this is a trail system, it is an economic development engine and a job creations machine.  This region, throughout the seven counties and the City of Norton, should be able to recognize over 300 new jobs or jobs that have been saved over the next six (6) plus years.  This, however, will be determined by how much trail can be built and how much marketing money that is available to reach out to tourists to utilize the trails.  He gave a brief overview of the funding sources that have been available for this endeavor.

The Southwest Regional Recreation Authority (SRRA) was established in March 2008 by the Virginia General Assembly.  Since that time, the Authority has depended on local County, City and Town contributions to fund essential operational requirements necessary to begin planning the trails and developing the Spearhead Organization. To date, the Virginia General Assembly has not provided funding for the Authority.  Support from the localities is critical in bringing economic development to Southwest Virginia.  The Spearhead Trails is modeled after the successful Hatfield-McCoy Trails System in West Virginia.

The purpose of the SRRA is to oversee the development and management of the Southwest Regional Recreation Area and supervise the activities of the Spearhead Trails system of multi-use trails within the seven counties.  Also, its endeavor is to provide economic diversification through development and expansion of businesses.


Walter Crouse spoke during public expression on these topics:

  • Redistricting

  • Consolidation

  • Recycling

  • Expansion of sewer

There being no further comments, public expression was closed.

  • Amendment to CIP Plan FY 2012-2016

  • Request from Coeburn Fire Dept. to be added to the County’s Pump & Haul Permit

  • MECC Access Road –Authorization to advertise for RFP/Engineering Design

  • Resolution Honoring St. Paul – 100th Birthday

  • Resolution Approving the Bond Documents for Non QSCB financing

  • Set public hearing (August 4, 2011 @ 6:00 PM) budget amendment related to school financing

  • Set public hearing (August 4, 2011 @ 6:00 PM) on QSCB Bonds

  • Resolution – Tobacco Commission Application for funds for Fairgrounds Improvement Project

  • Appointments

  • Closed session – Investing of public funds & Personnel


Attorney Mullins gave an update on the status of the redistricting ordinance and the date for finalizing all needed information before mailing.


Chairman Kilgore said she had received a letter from Dr. Perry stating that an Advisory Board is needed for the PPEA process.  She suggested that after the meeting dates of the Advisory Board have been announced, that any Board member wanting to attend the meeting is welcome to do so.


There were few comments from Board members.


There being no further business to come before the Board, the meeting was adjourned at 7:37 PM.
