Board of Supervisors - September 2, 2010 Workshop Meeting

The Wise County Board of Supervisors met in a Workshop meeting on Thursday, September 2, 2010 at 6:00 p.m. in the Board of Supervisors meeting room located in the Wise County Courthouse.  The following members were present:

All led in the pledge of allegiance to the flag.


The following items were provided for VDOT review and response:

Supervisor Shortt:  Brush needs to be removed from the side of road in the Elmira section of Pound.  This is debris from the December snow storm.

Supervisor Meador:  Road signs along the highway are being covered by high weeds.  High weeds need to be cut.


A public hearing was duly advertised for this date to receive citizens’ comments regarding the following additional E- 911 road signs:

  • Black Pine Dr – located off So. Mtn. Rd in Pound

  • Pinewood Forest Rd – located off Airport Hollow Rd (Bear Crk. Subdivision)

  • Arise Valley Rd – located off Back Valley Rd

  There being  no one to speak regarding the proposed additions, the public hearing was closed.


Harold Greear, a resident of the Pound area, addressed the Board regarding the proposed New Plan for Schools.

Walter Crouse, a resident of the Wise area, addressed the Board regarding the following:

  • Recycling

  • PACE meets

  • School consolidation

There being no further comments, the public expression period was closed.


Jonathan Romeo & Jack Hinshelwood, Executive Director of Crooked Road, provided an overview of the Crooked Road’s accomplishments and expounded on the important role that Wise County plays in those accomplishments with its musical heritage.

The Crooked Road was founded in 2004 to support tourism and economic development in Southwest Virginia by celebrating and preserving this Appalachian regional’s unique musical and cultural heritage.  The Crooked Road, as designated by the General Assembly, is a 300 plus mile long Trail traversing scenic highways and back country roads and connecting eight major music venues, as well as weekly jams and annual festivals.  The Crooked Road Region has been recently expanded to include additional counties and towns in Southwest Virginia and to allow those and other Southwest Virginia localities to join in celebrating their musical heritage.


William Richardson, Regional Coordinator, provided a power point presentation on the “Ready Virginia” Program, which is a statewide public education effort to prepare Virginians for all hazards through educational materials and an interactive web site.  Mr. Richardson elaborated on the following three (3) steps to follow to get a family ready for any emergency:

  • Get a emergency kit:  Fill kit with supplies to last at least three (3) days

  • Make a Family Plan:  Discuss with your family the types of hazards and threats in your area and what to do in each case

  • Stay Informed:  You should listen for the most local, up-to-date information before, during and after a disaster

There were brief comments from Board members.

Administrator Scott left the meeting at this time.

The purpose of the Heartwood Community Video is to display to the world each community’s cultural identity and the vibrancy of the community efforts to participate in the regional economic restructuring effort to develop a creative economy.  Videos will be shot and developed by Two Rivers Multimedia, and videographers of Heartwood.  The videos will focus on each downtown or central business areas, as well as local entrepreneurs attracted by each community’s quality of life or who is engaged in business related to the “creative economy”.  Each community has a unique opportunity to apply for the Southwest Virginia Community Video Project.  These videos will be displayed at Heartwood: Southwest Virginia’s Artisan Gateway, and on the new Southwest Virginia website.


Chairman Rivers stated that he has made some modifications to the resolution regarding school consolidation that was presented by Supervisor Robbins, which has been sent to each Board member for their review.


Finance Administrator Cox explained that a meeting was recently held in the County Administrator’s Office regarding revenues for the Town of Appalachia Fire and Rescue.
Mr. Cox directed the Board to a letter in their packet from Administrator Scott regarding that meeting.
The letter summarizes the meeting that was held in the County Administrator’s Office on August 4 with the Town of Appalachia Town Manager Fred Luntsford, Fire Chief Robert Anderson, Jr., Rescue Captain Mike Varner, and County Finance Administrator David Cox.  The topic of the meeting was reasons for this year’s revenue short falls to both Appalachia Fire and Rescue.  The discussion was on the following:

  • Reasons for Revenue Short Fall

  • Problems resulting from Revenue short fall

  • Some other reasons for the current situation

  • Some operation problems and concerns

There was a lengthy discussion on possible avenues that could be taken to assist in the restoration of the fire & rescue.

After considering all the short falls for both fire & rescue, the general consensus was that the Board of Supervisors might be approached for a one-time hardship request by the Town of Appalachia for financial assistance for fire and rescue.  This one-time assistance would be for FY 2010-2011 and a part of FY 2011-2012.  Some of the Towns are facing a greater hardship than others and there might be a need for this short-term one-time assistance to give the town an opportunity to adjust to their revenue reductions and revenue situation.  Should any other town within Wise County encounter an unexpected short-term hardship situation, then that town would be able to make a similar request to the Board of Supervisors.

Town of Appalachia Fire Chief Robert Anderson, Jr. addressed the Board with an overview of cost for training and equipment for the fire department. 

Supervisor Luntsford pointed out that in addition to the uniqueness of the swift water rescue the Town of Appalachia is surrounded by mine operations and gas wells.  The Rescue Squad and Fire Department have been required to leave the paved road on numerous occasions to make rescues unlike the areas of the other departments.  He noted that a questionnaire has been sent to all the squads in the County asking for information that will guide the County’s finance staff for future contributions to the squads.
Finance Administrator David Cox stated that in the coming weeks he will be putting together a summary using this information from the squads as well as other pertinent information to assist the Board in making a decision on this matter.

Supervisor Kilgore ask that the Board wait for this information from Mr. Cox before making a decision on the request from Appalachia.


Karen Mullins, Legal Administrator, advised the Board that a clay deposit has been found adjacent to the County’s current landfill, which can be used at a cost savings to the County by using County personnel to uncover the clay.  According to the engineers, the clay can be stock piled for future landfill development.  The financial staff is also aware that from a financial standpoint this is a cost savings for the County.  Mr. Darter, Superintendent of Public Works, has commented that it would be to the County’s best interest to take advantage of the good weather and start the process of removing the clay as soon as possible.      


There being no further business to come before the Board, the meeting adjourned at 7:30 p.m.
