The Wise County Board of Supervisors met in a Recessed meeting on Friday, June 11, 2010 @ 5:00 p.m. in the Board of Supervisors meeting room located in the Wise County Courthouse. The following were present:

IN RE: RESOLUTION INDEPENDENT REVIEW OF EXPENSES & REVENUE OF WISE COUNTY
A motion was made by Dana Kilgore, seconded by Bob Adkins, to table the two resolutions, debt management policy and school funding until July 15 at which time the full Board will be present.
Chairman Rivers questioned whether or not all these items can be voted on at the same time when only one item was placed on the table for a vote.
Attorney Mullins advised that each item should be voted on separately since only the one item was requested for a vote.
A substitute motion was made by Robby Robbins, seconded by Virginia Meador, to take these first four items on the agenda one at a time.

IN RE: RESOLUTION INDEPENDENT REVIEW OF EXPENSES & REVENUE OF WISE COUNTY
A motion was made by Dana Kilgore, seconded by Bob Adkins, to table this resolution on an independent review of expenses and revenue of Wise County until July 15, 2010. The motion was unanimously approved.
IN RE: RESOLUTION REGARDING SCHOOL CONSOLIDATION
A motion was made by Dana Kilgore, seconded by Bob Adkins, to table this resolution on school consolidation until July 15, 2010. The motion was unanimously approved.
IN RE: DEBT MANAGEMENT POLICY
A motion was made by Virginia Meador, seconded by Fred Luntsford, to keep the debt management policy as it currently is which allows for the $42M for the school indebtedness.

IN RE: SCHOOL FUNDING
A motion was made by Dana Kilgore, seconded by Bob Adkins, to table this item until July 15, 2010.
Supervisor Robbins noted that since the Board has voted to keep the debt management policy the same voting on the school funding is a moot point.
J. H. Rivers made a substitute motion that school funding not be changed but that it remains as it currently is. Virginia Meador seconded the motion.

IN RE: JOINT MEETING / SCHOOL BOARD AND BOARD OF SUPERVISORS
A motion was made by Robby Robbins, seconded by Fred Luntsford, that the Board of Supervisors are willing to have a joint meeting with the School Board if they so desire. The motion was unanimously approved.
IN RE: AGENDA ADDITION
Attorney Mullins stated that she has received a proposal from Sands Anderson, a law firm in Richmond that is servicing several counties in the Verizon law suit. Verizon filed last month with the FCC to reduce their assessment ratio which would reduce the income to the County by half if that were to be successful. There are approximately 40 counties that have gone to this firm which would make the County’s share of approximately 7% per billing for representation in this suit. She asked that the Board read the material provided to them regarding this proposal and consider placing the proposed contract of employment on the June 17 agenda as an action item.
It was the consensus of the Board to place this resolution on the agenda for June 17.
RECESS
A motion was made by Dana Kilgore, seconded by Bob Adkins, to recess the meeting until June 17, 2010 at 6:00 p.m. The motion was unanimously approved.
