The Wise County Board of Supervisors met in a Recessed meeting on Monday, January 4, 2010 at 1:00 p.m. in the Conference Room of the County Administrator’s Office located in the Wise County courthouse.  The following were present:

Honorable Virginia Meador
Honorable Dana Kilgore
Honorable Steve Bates
Honorable Robert R. Adkins
Honorable Ronald L. Shortt, members of said Board and
Shannon C. Scott – County Administrator
David L. Cox – Financial Administrator
Karen Mullins – County Attorney
Annette Underwood – Executive Secretary

ABSENT

Honorable Fred Luntsford
Honorable Robert E. Robbins, Jr.

NOTATION

The purpose of the recess meeting is to go into closed session to discuss personnel.

Attorney Mullins asked that a resolution ratifying the declaration of state of local emergency be added to the agenda for Board review and consideration.

Attorney Mullins advised that since this meeting is being held prior to the Organizational meeting, she recommended having Administrator Scott call the meeting to order and proceed with the election of a temporary chairman.

IN RE:  TEMPORARY CHAIRMAN

A motion was made by Virginia Meador, seconded by Dana Kilgore, to elect J. H. Rivers as temporary chairman for this meeting.  The motion was unanimously approved.

IN RE:  AGENDA ADDITIONS

A motion was made by Ronnie Shortt, seconded by Bob Adkins, to add the resolution ratifying the declaration of state of local emergency to the agenda.  The motion was unanimously approved.

IN RE:  RESOLUTION – DECLARATION OF LOCAL EMERGENCY

A motion was made by Ronnie Shortt, seconded by Dana Kilgore, to approve the resolution ratifying the declaration of state of local emergency as presented.  The motion was unanimously approved.

IN RE:  CLOSED SESSION

A motion was made by Bob Adkins, seconded by Steve Bates, to go into closed session to discuss personnel as permitted by Section 2.2-3711(A)(1) of the Code of Virginia.  The motion was unanimously approved.

After a lengthy closed session, a motion was made by Bob Adkins, seconded by Dana Kilgore, to reconvene the regular meeting.  The motion was unanimously approved.

IN RE:  RESOLUTION

Secretary Underwood read the certification for closed meeting.

A motion was made by Ronnie Shortt, seconded by Dana Kilgore, to approve the resolution verifying matters discussed while in closed session.  The motion was unanimously approved by roll call vote.

ADJOURN

A motion was made by Ronnie Shortt, seconded by J. H. Rivers, to adjourn the meeting.  The motion was unanimously approved.
