Board of Supervisors - January 11, 2008 Special Called Meeting

The Wise County Board of Supervisors met in a Special Called Meeting on Friday, January 11, 2008 at 6:30 p.m. in the Board of Supervisors meeting room located in the Wise County courthouse.  The following were present:

Honorable Steve Bates
Honorable Ronald Shortt

Honorable Robert E. Robbins
Honorable Dana Kilgore
Honorable J. H. Rivers, members of said Board and
Glen A. Skinner – County Administrator
Shannon C. Scott – Assistant County Administrator
Karen T. Mullins – County Attorney
Annette Underwood – Executive Secretary


Chairman Adkins stated that two Board members have requested a Special Called Meeting for this date, January 11, 2008, for the purpose of reviewing and considering for adoption the resolution of support for the Virginia City Hybrid Energy Project as read aloud by the County Administrator at its meeting held on Thursday, January 10, 2008.

Attorney Mullins stated that the County has met all Code requirements for this Special Called meeting which included notifying all the Supervisors and the press.  Additional notice has been given to those concerned citizens that could be reached by phone that spoke in regard to the Virginia City Hybrid Energy Center at the Regular meeting of the Board held on Thursday, January 10.  This being a Special Called meeting for one specific purpose does not allow for any public comments.

Supervisor Meador asked Attorney Mullins to clarify an “emergency” meeting. 

Attorney Mullins read the Code section relating to an emergency meeting.  She noted that there were matters that need to be addressed prior to the next Board meeting.  After speaking with the Chairman and County Administrator, scheduling has taken place by members of the Board for the upcoming legislative session and public hearing sessions with regard to different permits pertaining to the proposed power plant.


Supervisor Robbins said that he has spent a sleepless night studying the impact of having the power plant and the future impact of not having the power plant.  He noted the use of coal and the demand for electricity which is growing.  There will be power plants in the world; either here or somewhere else.  If there is pollution expelled from this power plant, we have to remember that heat comes with some cost either an ash pile at the side of the house or a controlled site where the waste can be stored safely as possible.  There could be other means of electricity such as wind mills, nuclear, and solar power which would cause an outcry also. Dominion has assured the County that the waste technology will be the best available.  It will provide jobs and supply capital that can help the County in developing needed infrastructure necessary for the future. 

A motion was made by Robby Robbins, seconded by Steve Bates, to approve the resolution supporting the proposed carbon capture capable technology for the Virginia City Hybrid Energy Center.  The resolution was unanimously approved by roll call vote.

There being no further business, a motion was made by Fred Luntsford, seconded by J. H. Rivers, to adjourn the meeting.  The motion was unanimously approved.
