Wise County Board of Supervisors met in a Workshop meeting
on October 6, 2005 at 6:00 p.m. in the Coeburn Community Library,
Coeburn, VA.

RE: PUBLIC HEARING - ORDINANCE CREATING WISE COUNTY
OFFICE FOR ECONOMIC DEVELOPMENT
A
public hearing was duly advertised for this date to receive
citizens' comments regarding the proposed Ordinance Creating
Wise County Office for Economic Development.
Ron
Flanary praised the County Administrator for reaching out
to others for input and/or comments regarding the proposed
Office for Economic Development. Mr. Flanary stated
that LENOWISCO supports the ordinance as revised by the
County Administrator, which leans more toward initiatives
such as helping small businesses, downtown revitalization
and building infrastructure.
There
being no further public comments, the public hearing was
closed.

PUBLIC HEARING - E-911 ROAD NAME ADDITIONS
A
public hearing was duly advertised for this date to receive
citizens' comments regarding nine (9) E-911 road name additions.
There
being no one to speak, the public hearing was closed.

RE: PUBLIC HEARING - SPECIAL USE PERMIT - CEMETERY
A
public hearing was duly advertised for this date to receive
citizens' comments regarding a request from James E. Rose
for a Special Use Permit to establish a family cemetery
on ½ acre of property located at 7230 Rocky Fork Road, Wise,
VA.
There
being no one to speak, the public hearing was closed.
IN
RE: PUBLIC EXPRESSION
Sue
Bentley, a resident of Lynn Crest Drive, which is a part
of a subdivision, addressed the Board regarding the poor
condition of the subdivision road and asked that it be taken
into the secondary system for maintenance and upkeep.
The developer of the subdivision left owing taxes and she
was told that the road now belonged to the County.
The subdivision is located in Coeburn just outside the corporate
limits and sewer lines have been laid along side of the
road that may cause problems in getting the road repaired.
She asked for Board assistance in getting the road paved
if at all possible.
Chairman
Luntsford asked Ms. Bentley to meet with the County Administrator
after the meeting with more information on the road, which
can be passed on to VDOT for review and consideration.
Ron
Flanary gave a brief history on the steps that were taken
to build the industrial development park in Duffield.
He expressed the need for an extended outreach to enhance
economic growth in our region.
There

ROADS AND HIGHWAYS
Highway
Resident T. G. Branson asked the Board to place the Six
Year Improvement Program for Secondary Roads on the agenda
for a public hearing for next month.
RESOLUTION - TRAFFIC STUDY
Mr.
Branson reviewed the resolution requesting a traffic study
on Rt. 74 in the Ramsey section of Wise County.

RE: RESOLUTION - SELL OF SURPLUS POLICE VEHICLES
Administrator
Skinner stated that he is waiting on further information
from the Sheriff's Department regarding this request.
IN
RE: DEFERRED COMPENSATION PLAN
In
l982, the Board of Supervisors adopted the National Association
of Counties Deferred Compensation Program, which established
the County of Wise
Deferred Compensation Plan for its employees. The
IRS now requires that a written Plan be on file and submitted
to the Deferred Compensation agent.
Said
Plan was submitted for Board review and consideration.
IN
RE: RESOLUTION - WINGS AIR RESCUE
Jason
Hefner, Flight Team Manager, and Tom Nixon, Flight Team
member, representing WINGS Air Rescue, addressed the Board
with its intent to obtain an EMS agency license in the Commonwealth
of Virginia in accordance with the rules and regulations
set forth by the Office of EMS. It is part of the
application process to obtain local government approval
in order to obtain an EMS agency license in Virginia.
Mr.
Hefner noted that WINGS Air Rescue has served the citizens
of Southwest Virginia for the last 10 years as a dedicated
air ambulance and has abided by all local, state, and federal
laws. He asked that the Board favorably consider adopting
the resolution granting approval to WINGS Air Rescue to
operate within Wise County.
Catherine
________, Supervisor for the WINGS Air Rescue Program, voiced
her support for granting WINGS Air Rescue to operate within
Wise County.
Glen
Skinner, Chairman of Welmont Board of Directors, gave verbal
support, on behalf of Welmont, for WINGS Air Rescue to operate
within Wise County.

RE: HOMELAND SECURITY GRANT (NIMS CERTIFICATION)
Administrator
Skinner explained that the signing of this certification
will certify that Wise County has successfully complied
with the requirements as set forth by the National Incident
Management System (NIMS) and in accordance with ODP's FY05
Homeland Security Grant Program.

COUNTY
ADMINISTRATOR'S REPORT
Administrator
Skinner reported on the following:
(1) Water
shortage in Big Stone Gap
(2) Request
from VDOT to bring contaminated solid from Dickenson County
to Blackwood Landfill. There were some reservations
brought forth by Board members that this is in violation
of the County ordinance for bringing solid waste from another
county.
(3) Update
on transfer station and the disposal and hauling of waste
(4) Data
Center update
