The
Wise County Board of Supervisors met in a Workshop meeting
on Thursday, April 7, 2005 at 6:00 p.m. in the Board of Supervisors
room located in the Wise County courthouse. The following

IN
RE: PSA PRESENTATION ON COUNTY SEWER
Danny
Buchanan, Director PSA, addressed the Board regarding sewer
concerns in Wise County. He briefly reviewed the details
from the Summit he attended in Roanoke regarding several
ways of treating rural sewer problems. He noted the
need for a public education sewer system, which the community
of Dunbar has been selected for a possible location of a
de-centralized system. A community meeting has been
scheduled for public input.
Mr.
Buchanan touched briefly on the status of the Riverview
and Hamilton Town sewer needs.

RE: PUBLIC HEARING / ZONING ORDINANCE #2-1991
AMENDMENT
A
public hearing has been duly advertised for this date to
receive citizens' comments regarding a proposed amendment
to Wise County Zoning Ordinance #2-1991-PD-BT Planned Development
- Business Technology District.
Chairman
Luntsford stated that this amendment would allow any applicant
within a designated business technology district where three
or more persons are employed in information technology to
be exempt from construction permits and application fees.
There
being no public comments, the public hearing was closed.
IN
RE: PUBLIC HEARING / WISE COUNTY LITTER CONTROL ORDINANCE
A
public hearing has been duly advertised for this date to
receive citizens' comments regarding a proposed Litter Control
Ordinance for Wise County.
Chairman
Luntsford stated that this ordinance would allow the Litter
Warden, in consultation with the county attorney, be authorized
to bring civil actions against persons responsible for littering
and dumping within the boundaries of Wise County.
Jack
McClanahan voiced his frustration in trying to keep the
roadside free from litter when individuals pass by and make
mock by throwing litter from their vehicles. He asked
for more enforcement of litter laws.
Blaine
DeLaney, representing Black Diamond RC&D, stated that
the County needs more litter enforcement tools to keep the
water free of debris as well as the highway and private
property.
The
following individuals were in support of the proposed litter
ordinance that would help clean up the environment, promote
tourism, and increase property value. There were concerns
regarding the lack of judicial support in prosecuting individuals
for littering.

RE: PUBLIC HEARING / ZONING ORDINANCE #2-1991 AMENDMENT
A
public was duly advertised for this date to receive citizens'
comments regarding a proposed amendment to Wise County Zoning
Ordinance #2-1991 Section 5-13 Conditional Zoning.
The
purpose of this amendment is to bring this section of the
ordinance up to Code.
There
being no public comments, the public hearing was closed.
IN
RE: PUBLIC HEARING / E-911 ROAD NAMES
A
public hearing was duly advertised for this date to receive
citizens' comments regarding 53 proposed additional E-911
road names.
Elaine
Shelton, a resident of the Powell Valley area, explained
that there is some disagreement among those living in her
community regarding the naming of their community road.
The names Vandergriff Road and Creekside Road
are being considered. She asked the Board for some
assistance in bringing this issue to an end.
Susie
Vandergriff, a twenty-five year resident of the community,
informed the Board that she and her family were the first
to build on this road and they keep the road up and litter
free.
Jeff
Roark, a resident of this community, stated that he too
has provided gravel and upkeep of this road. He said
he had been told by Arvil Pilkenton, the E-911 Coordinator,
that the Board has eliminated naming any road a family name
because of the problems that have been created in the past.
If the community is totally occupied by family members,
that is an exception.
Chairman
Luntsford asked Ms. Shelton to re-poll the community on
these two names and hopefully the results will take care
of itself. He directed the County Administrator to
talk with Mr. Pilkenton as to the policy for naming the
community roads.

IN
RE: PUBLIC EXPRESSION
Bill
Gobble, representing the Wise County Historical Society,
informed the Board that next year, February 2006, the County
will be celebrating its 150th anniversary.
He asked for public input and participation in making this
a memorable event. Mr. Gobble stated that planned
meetings will be made with different organizations, businesses,
etc to discuss plans and to make preparations for this celebration.
Jack
McClanahan addressed the Board with the concept of establishing
mileage markers on US 23 from the Tennessee line to the
Kentucky line for a distance of approximately seventy miles.
Mr. McClanahan was told by VDOT that this matter needed
to be addressed as a safety issue. He asked the Board
to consider adopting a resolution promoting this issue with
copies to our delegates and VDOT.
Larry
Baker, a resident of Wise, voiced his opposition to the
proposed Lake Street By-pass. This plan would displace
several homes and businesses, which would mean a loss of
revenue for the County. Mr. Baker supported the US
58 By-pass, which would be more feasible and more economical.
Muiread
Craft, representing the Guest River Group, asked the Board
to keep the Lonesome Pine Soil and Water Conservation informed
on any sewer projects in the Guest River because of its
eligibility for grants
Ms.
Craft stated that several citizens in the Pound area have
contacted the Lonesome Pine Soil and Water Conservation
District regarding the water quality of the Pound River.
The Pound River has been listed on the State Impaired Water's
list for bacterial problems. The Lonesome Pine Soil
and Water District has offered to hold a facilitated workshop
to gather input from citizens as to what type of projects
they would like to do to help restore the Pound River.
Ms. Craft asked for the Board's support in these efforts
to clean up the water in Wise County.
Walter
Crouse invited everyone to join the annual Wise County Clean
up on April 23rd from 10:00 a.m. to 2:00 p.m.
There
being no further public input, the public expression period
was closed.
IN
RE: ROADS AND HIGHWAYS
T.
G. Branson, Highway Resident Engineer, gave a brief status
report on Williams Road.
Mr.
Branson advised that the revenue sharing program has been
modified and its funding increased for the upcoming fiscal
year. The application process has been reopened until
July 22, 2005 to all counties, cities and towns. He
noted that the Coal & Gas Road Committee will meet to
consider further matching funds for this increased funding.
Supervisor
Meador asked the process for establishing mileage makers
as requested by Mr. McClanahan.
Mr.
Branson advised that the Board would need to adopt a resolution.
He explained that a pilot program was done in the Clintwood
area to ascertain whether or not these markers would be
beneficial. The results of that program have not been
forthcoming as of this date.
Supervisor
Branham asked the County Administrator to prepare a resolution
for Board action at the next meeting.
After
discussing the request, Administrator Skinner was directed
to pursue the proper avenues to initiate the mileage markers.
Board
members presented Mr. Branson with needs in their districts.

RE: CAPITAL IMPROVEMENTS PLAN FY 2006-2010 AMENDMENT
This
proposed amendment would remove Public Schools from the
Plan until such time the school system can give an updated
figure.

RE: AGREEMENT /DANIEL PAUL SHORT
This
is a parcel of land that was purchased by the County through
a FEMA Grant. The owner of this particular piece of
property, prior to it being deeded to the County, asked
if it could be used as a recreation area. This can
be done by signing an agreement between the Board of Supervisors
and Daniel Paul Short.

Chairman to sign agreement between Wise County and the Community
Helpers

RE: RESOLUTION - CABLE FRANCHISE / RAPID COMMUNICATIONS
Transfer
of Cable Franchise from Charter to Rapid Communications.
There was some discussion about the Board meetings not being
televised live.
Jack
Still stated that Rapid Communications is giving the County
channel 97 on their system in the Wise County area.
Adelphia needs to activate the laser switch for channel
97 to cable cast live from the Board room and switch back
to the studio as previously promised.
Supervisor
Shortt asked that the County Administrator and/or the County
Attorney to do whatever is necessary to have Adelphia provide
the connection needed for the Board of Supervisors meetings
to be live. He asked that this be done as soon as
possible.

RE: POUND HIGH SCHOOL BAND BOOSTERS REQUEST FOR FUNDS
Supervisor
Bates stated that this request should have been brought
before the Recreational Authority and the School Board.
Administrator
Skinner advised that he has received word that the trip
has been cancelled.
IN
RE: WORKSHOP MEETING DATE CHANGED
The
Board will move its Workshop meeting for May to the Pound
Town Hall.
