Wise County Board of Supervisors met in an Organizational
meeting on Thursday, January 6, 2005 at 5:45 p.m. in the auditorium
of the Appalachia High School. The following were present:

PRAYER

Randolph "Ronnie" Mutter, Pastor Trinity United Methodist
Church, BSG led the Board in prayer.
PLEDGE
All
led in the pledge of allegiance to the flag.

RE: TEMPORARY CHAIRMAN
Steve
Bates nominated Fred Luntsford as Chairman.
Bob
Adkins seconded the nomination.
There
being no further nominations, the nominations were closed.
IN
RE: CHAIRMAN
A motion
was made by Steve Bates, seconded by Bob Adkins, to elect
Fred Luntsford as Chairman for 2005. The motion was
unanimously approved.
IN
RE: VICE-CHAIRMAN
Leland
Branham nominated Ronnie Shortt as Vice-Chairman.
There
being no further nominations, the nominations were closed.
A
motion was made by Bob Adkins, seconded by John Peace, to
elect Ronnie Shortt as Vice-Chairman for 2005. The
motion was unanimously approved.
IN
RE: TERM OF OFFICE
A motion
was made by John Peace, seconded by Virginia Meador, to
set the term of office for the chairman and vice-chairman
for one year. The motion was unanimously approved.
IN
RE: ROBERTS RULES OF ORDER
A motion
was made by Bob Adkins, seconded by Steve Bates, to adopt
the Robert's Rules of Order as presented. The motion
was unanimously approved.
IN
RE: RULES OF PROCEDURE
A motion
was made by Virginia Meador, seconded by Bob Adkins, to
adopt the Board of Supervisors Rules of Procedure as presented.
The motion was unanimously approved.
IN
RE: TIME & DATE OF BOARD MEETINGS
A motion
was made by Ronnie Shortt, seconded by Leland Branham, to
hold the Workshop meeting on the first Thursday of each
month at 6:00 p.m. and the Regular meeting at 6:00 p.m.
on the second Thursday of each month with the notation that
Workshop meetings can be rotated upon request. The
motion was unanimously approved.
IN
RE: TIE BREAKER
A motion
was made by Bob Adkins, seconded by Virginia Meador, to
continue with the present method being used for tie breaker
whereby a tie vote means the vote fails. The motion
was unanimously approved.
IN
RE: SIGNATURE FOR CHECK SIGNING
A motion
was made by Ronnie Shortt, seconded by Bob Adkins, to allow
the Treasurer to use the former Chairman's signature plate
for signing of checks until the plate for the new Chairman
is available. The motion was unanimously approved.
ADJOURN
A motion
was made by Robby Robbins, seconded by Steve Bates, to adjourn
the meeting. The motion was unanimously approved.
