Wise County Board of Supervisors met in a Workshop meeting
on Thursday, August 5, 2004, at 6:00 p.m. in the Board of
Supervisors room located in the Wise County courthouse.

T. G. Branson, gave a brief update on VDOT construction
throughout the County.

RE: HANDS ACROSS THE MOUNTAIN
Stan
Botts, Co-chairman of Hands Across the Mountain, addressed
the Board regarding the proposed Black Mountain Scenic Overlook
Project. Several years ago, Hands Across the Mountain received
$150,000 in federal transportation enhancement grant funds
to build the scenic overlook. Since that time, negotiations
have been ongoing with Penn Virginia, the owner of the property
on which the overlook would be constructed, in deeding the
property to VDOT. Mr. Botts noted that the deadline for
receiving this grant is close at hand and he has asked for
an extension of one year with no response to date.
In
the original proposal, VDOT would build and design the overlook
but Penn Virginia would hold the mineral rights for the
property. However, VDOT could not accept the property
unless there was some assurance of protection from future
mining. Even though there was no intent to mine the property,
VDOT could not accept the deed unless the language regarding
the mineral rights was removed.
Since
VDOT could not accept the property, the County has been
asked to accept ownership. Mr. Botts stated that the plans
have been for a picnic type setting with tables, fencing
of the overlook, and paving for parking with no electricity
required.
There
was some discussion on liability, who would be responsible
for maintenance and upkeep of the property.

RE: PUBLIC HEARING/CONDITIONAL ZONING PERMIT/JOYEL
MULLINS
A
public hearing has been duly advertised for this date to
receive citizens comments regarding a request from Joyel
Mullins for a conditional zoning permit for property located
on Cranes Nest Road for the purpose of establishing an auto
repair shop and store.
There
were no public comments regarding the proposed conditional
zoning permit.
The
public hearing was closed.
