on Thursday, June 3, 2004, at 6:00 p. m. in the Board of Supervisors
meeting room located in the Wise County courthouse.

RE: PUBLIC HEARING / BUILDING CODE ORDINANCE AMENDMENTS
A
public hearing was duly advertised for this date to receive
citizens' comments regarding the proposed amendments to
Building Code Ordinance #2-1975 pertaining to: 1)
frost line/snow load; 2) electric service; and 3) certain
footings.
There
being no one to speak regarding these proposed amendments,
the public hearing was closed.

RE: PUBLIC HEARING / ORDINANCE ESTABLISHING A GIS
DEPARTMENT
A
public hearing was duly advertised for this date to receive
citizens' comments regarding a proposed ordinance Establishing
Wise County Department of Geographic Information Sciences.
Jack
Kennedy informed the Board that the 40,000 parcel splits
of Wise County have been mapped and are up to date from
l966 to 2000. He noted that several letters of endorsement
have been received for the GIS Department from various governmental
entities, and private sector entities throughout Wise County.
The implementation of GIS through the creation of a GIS
Department will allow government entities to share data
more easily and will allow employees to more efficiently
complete tasks.
Commonwealth
Attorney Chad Dotson spoke in favor of the proposed ordinance
in that it would assist his department in its daily crime
endeavors.
Molly
Meade and Amanda Harris voiced their support of the proposed
ordinance in that it would keep the crime maps updated and
would benefit all departments throughout the courthouse.

RE: PUBLIC HEARING / EROSION AND SEDIMENT CONTROL
ORDINANCE

citizens' comments regarding a proposed Erosion and Sediment
Control Ordinance.

RE: PUBLIC HEARING/ORDINANCE APPROVING THE EXEMPTION
OF THE LONESOME PINE ARTS AND CRAFTS ASSOCIATION, INC. FROM
CERTAIN TAXATION
A
public hearing was duly advertised for this date to receive
citizens' comments regarding a proposed ordinance Approving
the Exemption of the Lonesome Pine Arts and Crafts Association,
Inc. from Certain Taxation.
Barbara
Polly, applicant for said exemption, asked the Board to
consider adopting said ordinance.

RE: PUBLIC HEARING / FY 04-05
A
public hearing was duly advertised for this date to receive
citizens' comments regarding the proposed FY 2004-05 annual
budget.
Edgar
Mullins made the following statements regarding the proposed
budget:
(1)
Oppose hiring a consultant to look at school
consolidation
(2)
Money be placed in the budget to put a canopy
over the handicap ramp at the Stephens Community Center
(3)
He questioned the need for five employees at the
Animal Shelter.
(4)
The proposed Litter Warden position should be under
the Sheriff's Department and not the County Administrator
(5)
Give the Sheriff's Department three cars instead
of seven
(6)
Opposed money being spent on the regional jail
Sister
Beth Jaspers thanked the Board for its continued financial
support for the Advocate Center, the Family Crisis Center
and RAM.
Walter
Crouse asked that personnel cuts be made in the administrative
office of the School Board because it is overstaffed and
these monies could be spent on materials and items needed
for the school children.
IN
RE: PUBLIC EXPRESSION
Fred
Luntsford, District One Supervisor, informed the Board of
the damages that were made to the communities of Derby,
Osaka, and Roda during the recent heavy rains. The previous
mining company replaced a bridge with a culvert that catches
debris during heavy rains causing the property to be flooded.
Mr. Luntsford asked that the Board support him in asking
the County Administrator to start the process of ascertaining
possible funding sources that may be available to assist
these residents in getting a bridge put back in place of
the culvert and to get cost estimates on building the bridge,
dredging the river/creek and remove the debris.
It
was noted that this debris is coming from the mining and
logging operations in that area.
Matthew
Cox, a representative from VDOT, stated that since this
bridge is located on private property, VDOT could not assist
in this endeavor.
There
being no further public comments, the public expression
period was closed.
IN
RE: ROADS & HIGHWAYS
Matthew
Cox, representing VDOT in the absence of Highway Resident
Engineer T.G. Branson, informed the Board that clean up
efforts are on going throughout the County since the recent
storms.
The
resolution for a new addition to be added to the secondary
system and the resolution regarding Watch For Children signs
were reviewed.
