The Wise County
Board of Supervisors met in a Workshop meeting on Tuesday,
January 6, 2004 at 6:00 PM in the Board of Supervisors room
located in the Wise County courthouse.

OF AGENDA
The following items were added to

IN RE:
PUBLIC HEARING - SPECIAL USE PERMIT FOR FAMILY CEMETERY/THOMPSON
ROAD
A public hearing was duly advertised
for this date to receive citizens' comments regarding a
request from Cynthia Blackburn for a Special Use Permit
for a family cemetery on 0.23 acre tract of land located
at 4711 Thompson Road, Wise, VA.
There
was no one to speak for or against the proposed Special
Use Permit.
There
being no further comments, the public hearing was closed.
IN RE:
PUBLIC HEARING PROPOSED BOUNDARY ADJUSTMENT AGREEMENT
BETWEEN THE COUNTY OF WISE AND THE TOWN OF ST. PAUL
A public hearing was duly advertised
for this date to receive citizens' comments regarding a
proposed boundary line adjustment agreement between the
County of Wise and the Town of St. Paul.
Mayor of St. Paul, Jack Kiser, addressed
the Board with brief comments regarding the proposed boundary
adjustment and the benefits that will be reaped by the County
and the Town of St. Paul.
He thanked the Board for its cooperation in this
endeavor that will promote much needed housing and economic
development.
Robby Robbins and Jeff Salyers voiced
their support of the proposed boundary adjustment.
There being no further comments,
the public hearing was closed.
IN RE:
PUBLIC HEARING PROPOSED BOUNDARY LINE ADJUSTMENT
AGREEMENT BETWEEN THE COUNTY AND THE CITY OF NORTON
A public hearing was duly advertised
for this date to receive citizens' comments regarding a
proposed boundary line adjustment agreement between the
County and the City of Norton.
There were no public comments for
or against the proposed boundary line adjustment agreement.
There being no further comments,
the public hearing was closed.
IN RE:
PUBLIC EXPRESSION
Elmer Phillips voiced his opposition
to the County decal and the increase in taxes, which places
an extra burden on the people.
Rita Holbrook, Treasurer, addressed
the Board with a request to reinstate the Deputy Treasurer
position in her office that was recently cut because of
budget restraints.
The duties of this position have been distributed
throughout her staff, which has resulted in collecting fewer
taxes. She
presented a handout to each member showing the job description
of this position stating that the reinstating of this position
would enhance the collection of taxes.
Jack Still, representing Still Productions,
thanked the Board for working with him on the upcoming municipal
channel. He
intends to proceed in the upcoming week to make arrangements
with the cable company in getting the channel active and
begin regular tapings of the Board meetings.
Jeff Salyers asked the Board to
consider adopting a resolution or send a letter to Rick
Boucher's office supporting ATV trails in the National Forest.
Mr. Salyers noted that this is another form of tourism
that will bring more revenue into the County.
IN RE:
ROADS AND HIGHWAYS
Highway Resident Engineer T. G.
Branson gave a brief update on construction throughout Wise
County.
Ronnie Shortt asked Mr. Branson
to ascertain whether or not guardrails can be place at the
intersection of Rt. 620 and Rt. 671 (Commonly known as South
Fork Dewey
Intersection). He
explained that there have been several wrecks at this intersection.

COMMENTS
Board
members voiced their desires to work together to build a
better future for its citizens.
Ronnie
Shortt asked that a letter be written to the School Board
requesting a joint meeting with the Board near the last
part of January or first of February.
