The
Wise County Board of Supervisors met in an Organizational
meeting on Tuesday, January 6, 2004 at 5:45 p.m. in the Board
of Supervisors meeting room located in the Wise County courthouse.

Robbins led the Board in prayer.
PLEDGE OF ALLEGIANCE

led in the pledge of allegiance to the flag.
IN
RE: TEMPORARY
CHAIR
Fred
Luntsford nominated John Peace as Temporary Chairman.
There
being no further nominations, Bob Adkins made a motion that
nominations cease.
The motion was unanimously approved.
IN
RE: ELECTION
OF CHAIRPERSON
Fred
Luntsford nominated John Peace as Chairman.
Bob Adkins seconded the nomination.
John
Peace closed nominations.
The
nomination was unanimously approved.
IN
RE: VICE- CHAIRMAN
Ronnie
Shortt nominated Fred Lunsford as Vice-Chairman.
Bob Adkins seconded the nomination.
There
being no further nominations, Bob Adkins made a motion that
nominations cease.
The motion was unanimously approved.
IN
RE: TERM OF
OFFICE
Ronnie
Shortt made a motion to set the term of office for the Chairman
and Vice-Chairman for one (1) year.
Fred Luntsford seconded the motion.
The motion was unanimously approved.
IN
RE: ROBERTS
RULES OF ORDER/RULES OF PROCEDURE
Fred
Luntsford made a motion to adopt the Roberts Rules of Order/Rules
of Procedures as presented.
Robby Robbins seconded the motion.
Ronnie
Shortt expressed concern that the Board may need to have
an emergency meeting and asked if it were possible to include
such language into the Roberts Rules of Order that would
allow this action if necessary.
Attorney
Mullins advised that the Board has the authority to temporarily
suspend or modify these procedures as long as it was done
by a majority vote.
There are allowances in the Board's Rules of Procedure
and the Roberts Rules of Order to allow such action by the
Board.
After
further discussion, the motion to approve the Roberts Rules
of Order and the Rules of Procedure as presented was unanimously
approved.
IN
RE: TIME/DATE
OF BOARD MEETINGS
Robby
Robbins recommended that the Board meetings be held at the
6:00 PM on the first and second Thursday of each month in
the Board of Supervisors meeting room located in the Wise
County courthouse.
Ronnie
Shortt made a motion that the Workshop meetings be scheduled
throughout Wise County, at least one per district, sometime
during the year to give the citizens of Wise County the
opportunity to participate in the County government.
Mr.
Shortt withdrew his motion, after being advised by the County
Attorney that the meeting place can be changed by placing
the item on the agenda to be voted on by the Board.
A
motion was made by Ronnie Shortt, seconded by Virginia Meador,
to hold the Board meetings on the first and second Thursday
of each month at 6:00 PM in the Board of Supervisors meeting
room located in the Wise County courthouse.
The motion was unanimously approved.
Mr.
Shortt noted that he wanted to reserve the right to move
the Workshop meeting if need arises.

RE: SELECTING
METHOD OF SETTLING TIE VOTE
Fred
Luntsford made a motion that the Board select the method
whereby a tie vote means the vote fails.
Bob Adkins seconded the motion.
The motion was unanimously approved.
ADJOURN
A
motion was made by Bob Adkins, seconded by Fred Luntsford,
to adjourn the meeting.
The motion was unanimously approved.
