Wise County Board of Supervisors met in a Workshop meeting
on Thursday, November 1, 2001 at 6:00 p.m. in the Board of
Supervisors room located in the Wise County courthouse.

RE: SOUTHWESTERN
VIRGINIA TECHNOLOGY COUNCIL PRESENTATION
Nicole
M. Sikora, Executive Director, and Blain Clark, President
of the Southwestern Virginia Technology Council, presented
effective ways that technology councils can be of benefit
to the counties in their infrastructure development efforts,
in promoting the local technology businesses and to further
educate citizens and the workforce on technology benefits
not only in business but also in individual lives.
Doug
Mullins invited Ms. Sikora and Mr. Clark to the Pound area
to assist them with their ongoing efforts in developing
their area.

HEARING/SECONDARY ROADS SIX-YEAR IMPROVEMENT PLAN
A
public hearing, to be jointly held by the Wise County
Board of Supervisors and VDOT,
was duly advertised for this date to receive citizens'
comments regarding the proposed revision of the Secondary
Roads Six-Year Improvement Plan for Wise County.
Highway
Resident T. G. Branson reviewed the proposed plan commenting
on each line item.
There
was some general discussion on the proposed plan with no
comments from the floor.
There
being no further comments, the public hearing was closed.

HEARING-PROPOSED E-911 ROAD NAMES ADDITION
A
public hearing was duly advertised for this date to receive
citizens' comments regarding the proposed E-911 road names
as presented.
It
was noted by Administrator Sealover that a letter was received
from a property owner Mildred Meade Cantrell in opposition
to the name "Duty Road on Sandy Ridge".
She asked that it be deleted from the list.
There
being no further comments, the public hearing was closed.

HEARING-DANCE HALL PERMIT FOR OLD MOOSE LODGE
A
public hearing was duly advertised for this date to receive
citizens' comments regarding a request from Michael Childers
for a dance hall permit for the Old Moose Lodge building
located on the Norton-Coeburn Road on Highway 58.
Michael
Childers, applicant for the dance hall permit, asked the
Board to vote favorably for the permit.
There
being no further comments, the public hearing was closed.

HEARING-TRANSFER OF PROPERTY AT THE TECH PARK TO WISE COUNTY
IDA AND THE CUMBERLAND AIRPORT COMMISSION
A
public hearing was duly advertised for this date to receive
citizens' comments regarding the transfer of property at
the Tech Park to the Wise County IDA and the Cumberlands
Airport Commission.
There
being no one to speak for or against the proposed property
transfer, the public hearing was closed.

HEARING/PROPOSED AMENDMENT TO WISE COUNTY'S REAL ESTATE
TAX EXEMPTION FOR ELDERLY AND DISABLED PERSONS ORDINANCE
A
public hearing was duly advertised for this date to receive
citizens' comments regarding a proposed amendment to Wise
County's Real Estate Tax Exemption for Elderly and Disabled
Persons Ordinance.
There
being no one to speak for or against the proposed amendment,
the public hearing was closed.
Edgar
Mullins asked if any additional information has become available
that would allow a reduction for the elderly and disabled
regarding the landfill use fee?
Attorney
Mullins advised that she has reviewed Section 15.2-936 of
the Code of Virginia which allows exemptions and deferrals
by a locality " for any charges and fees authorized by any
law for the collection and disposal of garbage and refuse".
This section appears to address the County's situation
with the landfill use fee.
While Section 15.2-936 was not specifically adopted
by or for Wise County, it is construed to apply to any authorized
laws for the collection/disposal of garbage and waste.
This statute cites allowance for such exemption to
be conditioned upon "only the income criteria as provided
by section 58.1-3211 that is set forth in the Wise
County Ordinance #3-1993-Assessment of Fee for Disposal
of Solid Waste.
Further,
this statute indicates an income criteria test that is not
related solely to ownership of real estate.
A uniform methodology such as that utilized by the
Commissioner of Revenue for real estate exemptions should
govern any requested exemptions.
Ms.
Mullins said she would have a memo in each Board member's
mail boxes on Monday of next week regarding this exemption.

SHARING PROGRAM/MATCHING FUNDS
Mr.
Branson informed the Board that they approved the distribution
of the revenue sharing funding at its meeting last month
but failed to approve the $500 for matching funds.
He asked that the $500 matching funds be considered
for approval at the next meeting.

Mr.
Branson gave an update for ongoing construction throughout
Wise County.
