The
Wise County Board of Supervisors met in a Workshop Meeting
on Monday, July 9, 2001, at 6:00 p.m. in the Board of Supervisors
Meeting Room located in the Wise County courthouse. The following were present:

RE: PUBLIC
HEARING/BUILDING CODE & ZONING ORDINANCE AMENDMENT
A public
hearing was duly advertised for this date to receive citizens'
input regarding a proposed amendment to the Building Code
& Zoning Ordinance concerning the fee schedule.
Joe
Bolling, a general contractor in Wise County, stated that
the fees were increased too much and asked the Board to
review the schedule and reduce the fees.
He also asked that he be provided the fee schedule.
There
was some discussion among Board members regarding the proposed
fees, the impact these fees would have on the average homebuilder
and how these fees were arrived at.
Administrator
Sealover explained that these fees have not been changed
since l976 and Wise County has the lowest fees compared
to other counties.
Over the years the building department has grown
and with regulations in the building codes constantly changing
the cost for running the department has increased.
There
being no further public input, the public hearing was closed.
IN
RE: PUBLIC
HEARING/REZONING/GLAMORGAN COAL COMPANY
A public
hearing was duly advertised for this date to receive citizens'
comments regarding a proposed zoning request from Glamorgan
Coal Company to rezone property located on Bear Creek in
the Hurricane section of Wise County from an A-RR to a R-1
District for the purpose of developing a subdivision to
house approximately 120 housing units.
There
being no one to speak for or against this request, the public
hearing was closed.
IN
RE: PUBLIC
EXPRESSION
Jacqulyn
Hanraham, a resident on Stone Mountain Road in the Tacoma
section of Wise County, and representing a group of citizens
from that area, addressed the Board concerning the hazardous
intersection on Rt. 58A and State Rt. 706 in Tacoma.
She stated that she had been before the Board in
l999 regarding this same issue.
At this time, due to another fatal accident, Ms.
Hanraham asked the Board to adopt a resolution supporting
a traffic light at that intersection before more people
are killed.
It was
noted that during the last traffic count at that intersection
there was a "line of sight" problem, especially for coal
trucks. The
previous traffic count did not justify a traffic light.
However, another study at this time may prove to
justify a traffic light.
There
being no further public input, the public expression period
was closed.

RE: ROADS &
HIGHWAYS
T. G.
Branson, Highway Resident Engineer, advised the Board that
they may want to consider taking the request regarding the
traffic light at the Tacoma intersection to the Virginia
Transportation Program Meeting to be held on Wednesday,
July 11 in Abingdon.
He added that Board participation in making the County's
needs known at this meeting is helpful in getting funds
for pending projects.
VDOT
REMARKS
Mr.
Branson gave an update on upcoming events and ongoing construction
throughout Wise County.
Several
requests from Board members were received by Mr. Branson
for correction and review.

RE: BOARD COMMENTS
Edgar
Mullins reported that the Dorton Hollow Road sign has been
torn down as well as the Stop sign.
He asked the Administrator to check the status of
getting these signs replaced.
Virginia
Meador asked the status of the rabies clinic.
Jeff
Salyers stated that he had received several complaints that
the hours for the convenience centers on Sunday were not
compatible with the citizens' Sunday schedules.
He also reported that the Coeburn Little Leagues
were going to the State Tournaments and
needed funds to help with expenses.
